1. The Chief Executive’s Policy Unit (CEPU) held the third internal sharing session on the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China

The CEPU held its third internal sharing session to study in-depth the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China. The sharing session was chaired by Dr Stephen Wong, Head of the CEPU, and five experts in the finance sector were invited to share their views on the spirit of the Plenary Session and their understanding of the policy directions on the finance field as outlined in the Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization (the Resolution).


The CEPU held the third internal sharing session on the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China.

The experts who shared their views at the session included (in no particular order) Dr Levin Wang, CEPU Expert Group member and Chief Executive Officer (CEO) of Huatai Financial Holdings; Mr Hong Xiaoyuan, CEPU Expert Group member and Chairman of China Merchants Finance Holdings; Mr Kevin Chan, CEPU Expert Group member and Executive Vice President of the Chinese Banking Association of Hong Kong; Mr Zhang Jianguang, Dean of the Hong Kong Financial Research Institute of Bank of China; and Ms Yang Qiumei, Advisor to the CEO at the Hong Kong Exchanges and Clearing Limited.

Dr Stephen Wong thanked the five experts for their sharing. He remarked that the Resolution had mentioned that Hong Kong should harness the institutional strengths of “One Country, Two Systems” while consolidating and enhancing its status as an international financial, shipping, and trade centre, exert a greater role in our country’s opening up to the world, and serve as an aid in the nation’s pursuit of high-standard opening up. All these required further in-depth research and study. The three deputy heads of the CEPU, =Ms Hinny Lam, Dr Wang Chunxin and Mr Nicholas Kwan, and the CEPU research teams also attended the sharing session to learn more about the related matters. The CEPU’s first internal sharing session on the Plenary Session, which was chaired by Dr Stephen Wong, was held in July with Dr Wang Chunxin as the speaker. The second session, also chaired by Dr Stephen Wong, was held in August, and five experts were invited to share their views.

2. Meeting with President of Biocom California

Dr Stephen Wong, Head of the CEPU, met with Mr Joseph D. Panetta, President of Biocom California, to exchange views on the development prospects for biotechnology in Hong Kong.

3. Meeting with Mr Yang Xin, Deputy Director General, and Mr Zhou Yilin, Deputy Division Director of the Department of West Asian and North African Affairs of the Ministry of Foreign Affairs (MFA)

Dr Stephen Wong, Head of the CEPU, met with Mr Yang Xin, Deputy Director General, and Mr Zhou Yilin, Deputy Division Director of the Department of West Asian and North African Affairs of the MFA, to exchange views on the latest development in the Middle East and the North Africa, as well as the opportunities presented to Hong Kong.

4. Meeting with Dr Chen Zhong, Standing Committee member of the Party Committee and Deputy General Manager of the China Communications Construction Company (CCCC), and his delegation

Dr Stephen Wong, Head of the CEPU, met with Dr Chen Zhong, Standing Committee member of the Party Committee and Deputy General Manager of the CCCC, and his delegation to discuss their recommendations on the Policy Address, including improving the system of the construction industry, leveraging the advantages of the Greater Bay Area and introducing innovation and technology.

5. Meeting with Dr Zhang Jian, Vice President of the China Institutes of Contemporary International Relations (CICIR), and his team

Dr Stephen Wong, Head of the CEPU, together with two deputy heads, Dr Wang Chunxin and Mr Nicholas Kwan, met with Dr Zhang Jian, Vice President of the CICIR, and his team to discuss the opportunities and challenges with respect to Hong Kong’s economic development and its development into a talent hub.

6. Meeting with Dr Hon Chan Han-pan, Legislative Council Member, and representatives of the China State Construction International (CSCI) and the China Railway Construction (HK)

Dr Stephen Wong, Head of the CEPU, and Ms Hinny Lam, Deputy Head of the CEPU, met with Dr Hon Chan Han-pan, Legislative Council Member, and representatives of the CSCI and the China Railway Construction (HK) to have an in-depth discussion about their recommendations on the Policy Address, including improving the setup of the construction sector, leveraging the advantages of the Greater Bay Area and introducing innovation and technology.

7. Meeting with Hon Edward Leung, Legislative Council Member, the Hong Kong CPPCC Youth Association (HKCPPCCYA), the Young DAB and the Hong Kong United Youth Association (HKUYA)

Hon Edward Leung, Legislative Council Member, the Young DAB, the HKCPPCCYA and the HKUYA submitted their recommendations on the Policy Address to Dr Stephen Wong, Head of the CEPU. The recommendations covered areas such as youth entrepreneurship, industrial and commercial policies, as well as alignment with national strategies to enhance the competitiveness of Hong Kong.

8. Meeting with Hon Robert Lee, Legislative Council Member

Dr Stephen Wong, Head of the CEPU, met with Hon Robert Lee, Legislative Council Member, to have an in-depth discussion about the future development of Hong Kong’s financial market.

9. Meeting with the Election Committee Members of the Architectural, Surveying, Planning and Landscape Subsector

Dr Stephen Wong, Head of the CEPU, met with the Election Committee Members of the Architectural, Surveying, Planning and Landscape Subsector to listen to their recommendations on matters relating to Hong Kong’s land planning and the development of the Northern Metropolis etc.

10. Meeting with leaders of the next generation

11. Meeting with members of the Tai Po District Council (TPDC)

Dr Wang Chunxin, Deputy Head of the CEPU, met with members of the TPDC to listen to their recommendations on the Policy Address and their views on the long-term development planning for and the livelihood infrastructure projects of Tai Po.

12. Meeting with the Federation of Hong Kong-Shanghai Associations

Dr Wang Chunxin, Deputy Head of the CEPU, met with the Federation of Hong Kong-Shanghai Associations to discuss their recommendations on the Policy Address relating to issues such as promoting co-operation between Hong Kong and Shanghai.

13. Meeting with the Hong Kong Federation of Guangzhou Associations (HKFGA)

Dr Wang Chunxin, Deputy Head of the CEPU, met with the HKFGA to discuss their recommendations on the Policy Address relating to issues such as promoting co-operation between Hong Kong and Guangzhou.

14. Meeting with the Hong Kong CPPCC Youth Association (HKCPPCCYA)

15. Meeting with the Youth Council

Dr Wang Chunxin, Deputy Head of the CEPU, met with the Youth Council to discuss their recommendations on the Policy Address relating to issues such as young people and university students of Hong Kong.

16. Meeting with representatives from organisations for disabled persons and carers

Mr Nicholas Kwan, Deputy Head of the CEPU, met with more than 20 representatives from organisations for disabled persons and carers to listen to their recommendations on the Policy Address with respect to addressing the various needs of the disabled.
