1. Internal sharing session of the Chief Executive’s Policy Unit (CEPU) on the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC Central Committee)

The Chief Executive hosted a seminar on 9 August for Principal Officials of the Hong Kong Special Administrative Region Government, including the Secretaries of Departments and the Directors of Bureaux, to seriously study and gain an in-depth understanding of the spirit of the Third Plenary Session of the 20th CPC Central Committee. He said that the Plenary Session had studied the issues of further deepening reform of the country comprehensively to advance Chinese modernization, and among which, a number of key contents were related to Hong Kong.

In this connection, the CEPU also held an internal sharing session on the spirit of the Plenary Session. The sharing session was chaired by Dr Stephen Wong, Head of the CEPU. Five members of the CEPU Expert Group were invited to the meeting to share their learning of the spirit of the Plenary Session and their understanding of the Resolution of the CPC Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization (the Resolution).

CEPU Expert Group members sharing their views at the meeting included (in no particular order) Professor Ba Shusong, Professor Charles Ng, Mr Chen Shaobo, Mr Lo Wing-hung and Mr Peter Kung. The three Deputy Heads of the CEPU, Ms Hinny Lam, Dr Wang Chunxin and Mr Nicholas Kwan, also attended the sharing session, with Dr Wang speaking on behalf of the CEPU.

2. Policy Address Online Think Tank Forum of the CEPU

The CEPU held an online think tank forum on 22 August on the third Policy Address of the current-term Government, which was attended by more than 70 local think tanks from diverse backgrounds. They included think tanks and polling organisations established by the business sector, the social welfare sector, youth groups, universities, media organisations and political parties.

Participating think tanks actively expressed their views on matters of their concern or those corresponding to their research interests, which covered economic development, ways to address ageing population, promoting regional co-operation, attracting and nurturing talents etc. Apart from discussing the short- and medium-term challenges faced by Hong Kong and the solutions to these problems, participants also made recommendations on the long-term development of Hong Kong.

The forum was chaired by Dr Stephen Wong, Head of the CEPU. At the forum, Dr Wong said that the studies and research conducted by think tanks provided important reference for policy development and research. For example, many policy measures put forth in the last year’s Policy Address incorporated the research outcomes of think tanks, such as building an international hub for post-secondary education, developing “headquarters economy” and establishing the Greater Bay Area International Clinical Trial Institute.

Dr Wong thanked all the representatives of the think tanks attending the forum for actively offering advice and suggestions. He remarked that he was impressed by the passion of the think tanks for public policy research and their enthusiasm in building a better Hong Kong together. He further said that with the work attitude of “good can always be better”, the CEPU would carefully study and consider the views and suggestions given by various sectors, including the think tank sector, and continue to maintain good co-operation on research in different areas.

3. Meeting with Hon Sunny Tan, Legislative Council Member (Textiles and Garment functional constituency), the representatives of the Hong Kong General Chamber of Textiles and the Textile Council of Hong Kong, as well as all members of the Election Committee of the Textiles and Garment Subsector

Dr Stephen Wong, Head of the CEPU, and his team met with Hon Sunny Tan, Legislative Council Member (Textiles and Garment functional constituency), the representatives of the Hong Kong General Chamber of Textiles and the Textile Council of Hong Kong, as well as members of the Election Committee of the Textiles and Garment Subsector. During the meeting, the representatives made a joint submission on the Policy Address and discussed issues relating to new industrialisation and the development of Hong Kong into a fashion and textile hub in Asia.

4. Meeting with Legislative Council Members, namely Hon Carmen Kan, Ir Hon Gary Zhang and Hon Lam So-wai, and the representatives of the Federation of Hong Kong Shenzhen Associations

At the meeting, the representatives of the Federation made a joint submission on the Policy Address and had in-depth exchanges on areas including talent policies and the development of the financial sector.

5. Meeting with Mr Patrick Zeng, Chief Executive Officer (CEO) of Allianz Commercial Hong Kong and Greater China

6. Meeting with Ms Sabrina Chao, founder and Chairman of SeaKapital

Dr Stephen Wong, Head of the CEPU, met with Ms Sabrina Chao, founder and Chairman of SeaKapital, to exchange views on the development of the shipping industry and the prospects for ship leasing businesses in Hong Kong.

7. Meeting with Professor Wong Kwok-yin, Vice President (Education), and Professor Thomas Leung of the Department of Applied Biology and Chemical Technology of the Hong Kong Polytechnic University (PolyU)

Dr Stephen Wong, Head of the CEPU, met with Professor Wong Kwok-yin, Vice President (Education), and Professor Thomas Leung of the Department of Applied Biology and Chemical Technology of the PolyU, to have an in-depth discussion about the development of biotechnology industry, as well as the transformation and commercialisaiton of fundamental researches in Hong Kong.
