1. 2024 Policy Address Public Consultation
The Chief Executive will deliver his third Policy Address this October, for which the public consultation commenced on 16 July. Led by the Chief Executive, the Chief Executive’s Policy Unit (CEPU) co-ordinates the preparation and consultation work for the Policy Address. To engage different sectors of the community, more than 20 consultation sessions have been conducted so far to canvass public views extensively.
Amongst others, the Chief Executive chaired three luncheon meetings of the Chief Executive’s Council of Advisers (CECA) in late July to listen to the views expressed by the CECA for the forthcoming Policy Address. In the meeting, the CECA discussed an array of important issues pertaining to Hong Kong’s future developments. They include ways of consolidating Hong Kong’s position as the international financial, shipping and trade centres amid economic restructuring and geopolitical changes, leveraging Hong Kong’s advantages as an international city to explore business opportunities so as to enhance the city’s integration into the overall national development for new opportunities, and supporting innovation and technology developments through attracting capital and talent. Dr Stephen Wong, Head of the CEPU, attended all of the three luncheon meeting sessions.
Over 40 consultation sessions for the Policy Address will be held during the three-month consultation period to collect the views and suggestions of the representatives from different sectors and the general public.

2. Plenary meeting of the CEPU Expert Group
The CEPU held a plenary meeting of the new-term CEPU Expert Group on 31 July (Wednesday). During the meeting, members of the Expert Group were invited to give views and advice on the Chief Executive’s third Policy Address to be delivered this October for the reference of the Chief Executive.
The plenary meeting was chaired by Dr Stephen Wong, Head of the CEPU. At the meeting, Dr Wong remarked that as this was the most opportune time for the Government to focus on developing the economy and improving people’s livelihood. The CEPU, being the in-house research agency of the Hong Kong Special Administrative Region (HKSAR) Government, would continue to actively enhance the Government’s capabilities in research and advocacy on long-term and strategic issues. He extended gratitude to the Expert Group members for their valuable advice, which would be carefully considered and consolidated by the CEPU.
The three Deputy Heads of the CEPU, Ms Hinny Lam, Dr Wang Chunxin and Mr Nicholas Kwan, also attended the meeting.

3. Internal seminar of the CEPU on exploring the path of new industrialisation in Hong Kong
The CEPU held an internal seminar on 10 July to explore the path of new industrialisation in Hong Kong. The seminar was chaired by Dr Stephen Wong, Head of the CEPU. Experts participating included Legislative Council Members, trade representatives, CEPU Expert Group members, researchers from the China Development Institute (CDI), a top think tank, and relevant government officials. They shared their expert views during the internal seminar, enabling the participants to jointly explore the directions and pace of new industrialisation in Hong Kong.

4. Meeting with representatives of the Indian Chamber of Commerce Hong Kong (ICCHK) and the Council of Hong Kong Indian Associations
Dr Stephen Wong, Head of the CEPU, together with two deputy heads, Ms Hinny Lam and Mr Nicholas Kwan, met with Ms Bharati S. Manek, Chairperson of the ICCHK, and Mr Raj Sital, President of the Council of Hong Kong Indian Associations, to exchange views on promoting economic and trade exchanges between the HKSAR and India.

5. Meeting with the Global Legal Entity Identifier Foundation (GLEIF)
Dr Stephen Wong, Head of the CEPU, and Dr Wang Chunxin, Deputy Head of the CEPU, met with Mr Alexandre Kech, Chief Executive Officer (CEO) of the GLEIF, and his team to exchange views on the trend of global digital identity authentication, a prerequisite for the enhancement of transparency in financial markets.

7. Visiting the International Digital Economy Academy (IDEA)
Dr Stephen Wong, Head of the CEPU, and Dr Wang Chunxin, Deputy Head of the CEPU, visited IDEA and met with Professor Guo Jian, Executive President, and Ms Wang Danwei, Chief Development Officer of IDEA, and their team to discuss the development of low-altitude economy as well as the development potential of large language models.
