1. Holding a Chief Executive’s Policy Unit (CEPU) Expert Group small group exchange meeting on promoting the transformation of research and development (R&D) outcomes from post-secondary institutions

The CEPU invited nine CEPU Expert Group members experienced in research and post-secondary institutions management to a thematic small group exchange meeting for focused discussions on driving the development of Hong Kong into an international innovation and technology centre through the promotion of transformation of R&D outcomes from local post-secondary institutions.

The small group exchange meeting was chaired by Dr Stephen Wong, Head of the CEPU. At the meeting, Dr Wong remarked that at an earlier seminar on the implications of the “two sessions” for Hong Kong, some participants talked about the challenges currently faced by post-secondary institutions in transforming R&D outcomes. It was then decided that a small group exchange meeting should be conducted for in-depth discussion on the current situation and rooms for improvement on the knowledge transfer and commercialisation of R&D outcomes in local post-secondary institutions. It was hoped that the meeting could suggest ways for the post-secondary education sector in Hong Kong to better dovetail with the development of new quality productive forces of the country.

The CEPU held a thematic small group exchange meeting to conduct focused discussion with nine CEPU Expert Group members on promoting the transformation of R&D outcomes from post-secondary institutions.

2. Meeting with Mr Alain Li, President of the French Chamber of Commerce and Industry in Hong Kong

Dr Stephen Wong, Head of the CEPU, met with Mr Alain Li, President of the French Chamber of Commerce and Industry in Hong Kong, to exchange views on the overall business environment in Hong Kong.

3. Meeting with Ms Shalini Mahtani, Founder and Chief Executive Officer of the Zubin Foundation

Dr Stephen Wong, Head of the CEPU, met with Ms Shalini Mahtani, Founder and Chief Executive Officer of the Zubin Foundation, to discuss the progress of internationalisation in Hong Kong and the development potential of ethnic minorities in the territory.

4. Attending the seminars of the China Institute for Reform and Development (CIRD) and the 2024 RCEP Media & Think Tank Forum

Dr Stephen Wong, Head of the CEPU, visited the CIRD and attended its seminar held in two consecutive days to exchange with relevant experts on issues including the national strategy and roadmap for the development of a global free trade port in Hainan. On the second day of his visit, Dr Wong participated in the 2024 RCEP Media & Think Tank Forum under the theme of “Shared Benefits, Win-win Co-operation”. He delivered a keynote speech on Hong Kong’s contribution to and opportunities arising from its accession to the Regional Comprehensive Economic Partnership, and had in-depth exchanges with experts to listen to their insights and views on related matters.

5. Co-organising a seminar with the Hong Kong Chinese Enterprises Association on the development of bulk commodity trade

Dr Stephen Wong, Head of the CEPU, attended a seminar on the development of bulk commodity trade co-organised by the CEPU and the Hong Kong Chinese Enterprises Association to discuss matters such as the global business footprints, market opportunities and challenges as well as policy recommendations with representatives of enterprises. Also in attendance were three deputy heads of the CEPU, Ms Hinny Lam, Dr Wang Chunxin and Mr Nicholas Kwan, and Mr Edward Liu, Member of the CEPU Expert Group.

6. Attending the 8th Drone World Congress 2024

Dr Stephen Wong, Head of the CEPU, and three Legislative Council Members, Hon Elizabeth Quat, Hon Chan Siu-hung and Hon Andrew Lam, attended the 8th Drone World Congress 2024 held in Shenzhen to learn about the latest development of low-altitude economy in the Mainland and explore the potential opportunities for the use of drones in Hong Kong.

7. Meeting with the CEPU Expert Group Members

Dr Stephen Wong, Head of the CEPU, and Ms Hinny Lam, Deputy Head of the CEPU, met with CEPU Expert Group members Professor Francis Lui, Dr Francis Cheung and Dr Henry Ho to exchange views on the economic development of Hong Kong.

8. Visiting the Guangzhou Data Exchange

Dr Stephen Wong, Head of the CEPU, and Ms Hinny Lam, Deputy Head of the CEPU, visited the Guangzhou Data Exchange. They exchanged views with Mr Xiong Xiong, Deputy Director-General of the Guangdong Provincial Administration of Government Service and Data, Ms Xu Jingjing, Chairman of the Guangzhou Data Exchange, and her team on the development of the Guangzhou Data Exchange.

9. Visiting the Hong Kong International Airport (HKIA) Dongguan Logistics Park

Dr Stephen Wong, Head of the CEPU, and Ms Hinny Lam, Deputy Head of the CEPU, visited the HKIA Dongguan Logistics Park. They were given a tour by Ms Cissy Chan, Executive Director, Commercial of the Airport Authority Hong Kong (AAHK), her Logistics Park team and experts from the air cargo industry. Dr Wong also exchanged views with them on the development trend and opportunities of air cargo businesses in Hong Kong.

10. Visiting Dongguan Zhangmutou Shing Hing Plastic Manufacturing Limited

Dr Stephen Wong, Head of the CEPU, visited Dongguan Zhangmutou Shing Hing Plastic Manufacturing Limited and met with Mr Calvin Wu, Chief Executive Officer of Dongguan Zhangmutou Shing Hing Plastic Manufacturing Limited, Mr Raymond Shan, General Manager of New Industrialisation Division of the Hong Kong Productivity Council (HKPC), and his team to have discussion on the company’s experience in new industrial transformation and the development of the HKPC’s support services for Hong Kong enterprises in the Mainland.

11. Conducting Exchange with the Silk Road Institute

Dr Stephen Wong, Head of the CEPU, together with two deputy heads, Ms Hinny Lam and Dr Wang Chunxin, met with Dr Henry Tan, President, and Dr David Wong, Executive President of the Silk Road Institute, and their team to discuss and exchange views on the research report on civil diplomacy released by the Institute.

12. Attending the Symposium on Southern Advanced Photon Source 2024

Dr Stephen Wong, Head of the CEPU, attended the Symposium on Southern Advanced Photon Source 2024 jointly organised by the Chinese Academy of Sciences (CAS), the Institute of High Energy Physics of the CAS, the University of Hong Kong and the Beijing-Hong Kong Academic Exchange Centre. He delivered a speech at the symposium and exchanged with participating leading experts on scientific research to tap into their insights on related matters.

13. Attending the CareerConnect Expo organised by the Hong Kong Talent Engage (HKTE)

Dr Stephen Wong, Head of the CEPU, together with two deputy heads, Ms Hinny Lam and Mr Nicholas Kwan, attended the CareerConnect Expo organised by the HKTE and exchanged views on Hong Kong’s dual role as the international talent hub and the country’s gateway for talents and their advantages.

14. Meeting with Ms Helen Zhang, Deputy Managing Director of Gold Mountains (H.K.) International Mining Company Limited, and Ms Annie Zhu, General Manager of Global Markets of Bank of China (Hong Kong)

15. Meeting with representatives of the Hong Kong Federation of Insurers (HKFI)

16. Attending the S+ Summit cum Expo 2024 held by the Hong Kong Council of Social Service (HKCSS)

Dr Stephen Wong, Head of the CEPU, attended the S+ Summit cum Expo 2024 held by the HKCSS. Mr Chua Hoi-wai, Chief Executive of the HKCSS, and his team gave Dr Wong a guided tour and introduced the solutions to social problems showcased by more than 140 social welfare organisations, social enterprises and impact businesses participating in the event. Dr Wong also exchanged views with Mr Chua Hoi-wai and his team on ways to achieve the Sustainable Development Goals (SDGs).
