Plenary Meeting of the Chief Executive’s Policy Unit Expert Group

The Chief Executive’s Policy Unit (CEPU) held a plenary meeting of the new-term CEPU Expert Group on 31 July (Wednesday). During the meeting, members of the Expert Group were invited to give views and advice on the Chief Executive’s third Policy Address to be delivered this October for the reference of the Chief Executive.

The plenary meeting was chaired by Dr Stephen Wong, Head of the CEPU. At the meeting, Dr Wong remarked that by taking a pragmatic approach, the HKSAR Government had been striving to uphold the spirit of President Xi Jinping’s important speech over the past two years. Taking heed of the “four musts” and “four proposals” as the basis of governance blueprint, the Government had fostered a result-oriented culture of governance, developed an attitude of “good can always be better” towards work, and proactively launched various policies to pursue economic growth and improve the livelihood of the people of Hong Kong. Led by the Chief Executive, the CEPU co-ordinated the preparation of the Policy Address, while the CEPU Expert Group also played a pivotal role in policy research and formulation. A considerable number of initiatives proposed in the Policy Address last year, such as building Hong Kong into an international hub for post-secondary education and facilitating the establishment of universities of applied sciences, had taken into consideration the insights and valuable opinions provided by the Expert Group members.

Dr Stephen Wong added, “As this is the most opportune time for the Government to focus on developing the economy and improving people’s livelihood, the CEPU, being the in-house research agency of the HKSAR Government, will continue to actively enhance the Government’s capabilities in research and advocacy on long-term and strategic issues. Here I would like to extend my gratitude to the Expert Group members for their valuable advice, which will be carefully considered and consolidated by the CEPU.”

The three Deputy Heads of the CEPU, Ms Hinny Lam, Dr Wang Chunxin and Mr Nicholas Kwan, also attended the meeting.
