The Chief Executive’s Policy Unit (CEPU) held a CEPU Expert Group small group exchange meeting on facilitating the transformation of research and development (R&D) outcomes for post-secondary institutions on 28 May (Tuesday). Expert Group members of the relevant fields were invited to the meeting for a focused discussion and exchange on issues relating to the challenges encountered by post-secondary institutions in transforming R&D outcomes. The objective of the meeting is to expedite the measures announced in the 2023 Policy Address concerning the speeding up of R&D outcomes transformation, which would contribute to Hong Kong’s development into an international innovation and technology centre.
The small group exchange meeting was chaired by Dr Stephen Wong, Head of the CEPU. At the meeting, Dr Wong remarked that at the seminar on the implications of the “two sessions” for Hong Kong held by the CEPU on 10 April, some CEPU Expert Group members talked about the challenges and problems currently faced by post-secondary institutions in transforming R&D outcomes. Considering the issue closely related to the present situation of knowledge transfer and commercialisation of R&D outcomes in local post-secondary institutions, CEPU took the view that the subject matter warranted further studies, and decided to convene a small group exchange meeting for deepening the discussion and tapping into the views of CEPU Expert Group members specialising in the relevant areas.
Dr Wong further pointed out that at a meeting with the members of the University Grants Committee (UGC) on 20 May, the Chief Executive expressed his expectation for the UGC to continue supporting universities in their pursuit of excellence in teaching and research, nurturing of outstanding talents, as well as the transformation and commercialisation of research outcomes to dovetail with the development of new quality productive forces of the Country, thereby injecting continuous impetus into Hong Kong’s high-quality development. This reflected the determination of the Hong Kong Special Administrative Region Government to develop Hong Kong into an international hub for post-secondary education and leverage the advantages presented by our international and highly diversified post-secondary education.
The small group exchanges mechanism forms an integral part of the operation of the CEPU Expert Group. By bringing together experts from similar fields, the mechanism facilitates more in-depth, specific and focused discussions of various issues. Nine Expert Group members attended the small group exchange meeting. They included (in no particular order): Professor Wong Yuk-shan, Deputy Director of the Hong Kong Basic Law Committee and Emeritus President of The Open University of Hong Kong (now Hong Kong Metropolitan University); Professor Dennis Lo, Associate Dean (Research) of the Faculty of Medicine of the Chinese University of Hong Kong; Dr Chow Man-kong, Member of the Legislative Council and Associate Vice President (Institutional Advancement) of the Education University of Hong Kong; Professor Lau Pui-king, former Programme Co-odinator of the Master of Science and Postgraduate Diploma in China Business Studies of the Hong Kong Polytechnic University (PolyU); Professor Alfred Ho, Dean of the College of Liberal Arts and Social Sciences of the City University of Hong Kong; Professor Terry Lum, Professor of the Department of Social Work and Social Administration and Henry G. Leong Professor in Social Work and Social Administration of the University of Hong Kong; Professor Thomas Chan, Director of the One Belt One Road Research Institute of the Hong Kong Chu Hai College; Professor Francis Lui, Professor Emeritus of the Department of Economics of the Hong Kong University of Science and Technology; and Professor Christopher Chao, Vice President (Research and Innovation) and Chair Professor of the Thermal and Environmental Engineering of the PolyU.
